Im considering a saltfree conditioner for a new house were building Our water here Albuquerque is not bad but quite hard 9 grainsgal If we used a saltfree conditioner to mediate the hard water problems in our hot water heater and appliances will it also remove the chlorine I dont want to create a different problem with bacteria

Salt free conditioners do not work to soften water in a home because they require a high and permanent flow rate where houses are low flow and intermittent. Your best bet is a good old fashioned water softener. You do not want to remove the chlorine otherwise you will contaminate the entire house with bacteria.
